Gen 1:27-28

God created man in His own image, in the image of God He created him; male and female He created them.

God blessed them; and God said to them, “Be fruitful and multiply, and fill the earth, and subdue it; and rule over the fish of the sea and over the birds of the sky and over every living thing that moves on the earth.”

Man - male and female both - were blessed of God

They were told to…
be fruitful
multiply
fill the earth
subdue the earth
rule over the fish of the sea
rule over the birds of the sky
rule over every living thing that moves on the earth

God strongly emphasizes that man was to rule.
In verse 26 we saw that the Lord had determined this within Himself.
In verse 28 He commands them to do so.

Why the emphasis?

Because man was given dominion as the Lord instructed.
Man was blessed by God.
Man was empowered by God.
Male and female were to rule with dominion over the creation the Lord provided.

It was good…and yet…?
